There are two very different theories about
Lockerbie, the first is black and white; the second is murky and gray. The black and white
version presents the bombing as a victory of terrorist cunning over American innocence.
The gray version suggests that Uncle Sam has as much blood on his hands as the bombers.
Not surprisingly, it is the first version that the US and British governments came to
believe.
The conflicting accounts are now the heart of an extraordinary battle to prevent a book
from being published in the US. Trail Of The Octopus by
Donald Goddard and Lester Coleman first appeared in Britain in 1993, but no major American
publisher would touch it. "If the book's allegations prove to be correct," says
Dr. Jim Swire, who lost his daughter Flora at Lockerbie, "it will make Watergate look
like vicar's tea party."

The massacre in Guatemala of 100,000 is on a proportionate scale, equivalent to TWENTY FIVE THOUSAND Tienamien Square incidents. That's 25,000 times as many deaths, in relation to the size of the country, and of course, students know quite a bit more about the China incident than they do about Guatemala.

This paper reviews the impact of the Internet on domestic and foreign politics and international conflict, from the point of view of a U.S. Department of Defense analyst. Also known as the "Swett Document," it it has been a topic of heated discussion on and off the Internet.
The Intelligence Authorization Act for Fiscal Year 1995 (P.L. 103-359) created the Commission on the Roles and Capabilities of the United States Intelligence Community. This bipartisan panel was charged with reviewing "the efficacy and appropriateness" of U.S. intelligence activities in the "post-cold war global environment" and with submitting a report of its findings and recommendations to the President and the Congress.
Report of an "Independent" Task Force, sponsored by the Council on Foreign Relations. It recommends that the "CIA's clandestine service be freed of many restrictions on covert activities, such as posing as American journalists or engaging in actions that might lead to the death of foreign leaders.
The panel includes in its membership former CIA deputy director Richard Kerr, former Bush administration National Security adviser Brent Scowcroft, former Air Force Chief of Staff Gen. Merrill A. McPeak, former State Dept. Bureau of Intelligence and Research Chief Morton Abramowitz, former Army Chief of Staff Gen. Gordon Sullivan and Paul E. Gray, former President of MIT. Former Bush administration NSC staffer Richard N. Haas serves as project director.
"The CFR Group's recommendations run counter to months of
disclosures of misconduct and incompetence in the clandestine service of the CIA, and
appear to be a counteroffensive against criticism of the CIA. The CFR group's opinion is
that the clandestine service has become risk averse due to lack of high level support, and
that this lack of backing should be cured by a new endorsement of expanded covert
action."

The Inspector General's Report of 1967 on CIA Plots to Assassinate Fidel Castro is probably the most important CIA document ever released by the Agency. The document that neither Johnson nor (apparently) Nixon was allowed to see in its entirety, despite their asserted interest, the document so tightly held that only a single ribbon copy was retained even within the CIA, is now available to everyone.
